Internalization of Open source EMRs and Curse of Localization

Seeing and trying two different EMR s. the Default Run was not in the standard plain English , were localized to the locale language of the developers , may regrading the client and it’s demand…
For one who don’t know those language , there is few Questions :
1- is there is a configuration some how to make the interface English ?
2-if that language configuration is exist how can the user reach it if he didn’t know those languages ? ( simple answer ” Read Me files / documents ”
3-already there is English but needs a Configuration , why the English not the default language at the first run ?

– how much time it’ll take from the developer to put a Document about how to Internationale the system soon as they don’t have time?

–if this EMR aimed for International use that could help many users many countries .. as it’s open source , why so there is no English as default run and no internationalization for the interface or Documents ( help ) how to internationalize it ?

–soon far as those software are powerful and usable even they are already highly rated at Sourceforge.net ….for EMRs softwares … why the developers didn’t care for the localization as far they care for the software developments?? ..

Conclusion :

-the developers create it for locale needs , and they didn’t pay attention for the international use / market …

-no enough documentations  : for the users and the developers …
